New Immigrants and Migrants in Social Housing in England

Housing - and the question of who gets what where - has emerged as a central issue within this intensifying debate about the social consequences of immigration and its impact on public spending and service provision, as well as social harmony and cohesion. In particular, the perception that migrants are unfairly advantaged in the allocation of social housing has emerged as one of the most frequently alleged injustices of new immigration, despite the lack of any reliable evidence to substantiate such claims. This report summarises the findings of a review that set out to move beyond supposition and presumption and uncover what is currently known about the allocation of social housing to new immigrants and migrants.
